These papers were first delivered at a series of seminars organized by JUSTICE and University of College, London. Contents include Ensuring Legality: is it an interference in accordance with the law?; Proportionality and the doctrine of the margin of appreciation; Positive obligations: pro-actively protecting rights; Consequences for horizontal application of rights; Identifying a civil right; and What is "Necessary in a Democratic Society".
